Maryland Begins to Battle Back

Maryland's 'smart growth' program.

"Aimed at revitalizing existing communitiesand slowing the advance of suburbs into thecountryside, Smart Growth is built around theconcept that public funds should not fueldevelopment in areas not already served bypublic roads, water and gas lines, sewers andschools." Planners, environmentalists, politicians, developers, and residents all have differing opinions on how smart 'Smart Growth' is.While some developers have learned to live with the rules others "warn that SmartGrowth, like any growth-managementmeasure, could actually encourage sprawl bydriving up the cost of housing and forcingpeople to move farther from their jobs."
