While the first signs of sprawl are usually physical, painful economic consequence usually follow.
The question of whether growth pays for itself is aseemingly objective barometer in the sprawl debate,amid the subjective issues of urban-versus-suburban,development-versus-open spaces.Yet the two sides are as far apart on that question asthey are on whether a new Wal-Mart is a tax-generating, job-creating boon or a despoiler of thelandscape.
