Security/Emergency Planning

I am interested in working in the security/emergency planning field. Does anyone know of any graduate programs that have a specialty or a focus on security planning? How about major firms dealing in security planning?

I know that the University of Washington has a “Master in Strategic Planning for Critical Infrastructures,” which is pretty much exactly what I’m looking for. Does anyone know of any similar programs elsewhere?
