How did the City of Signal Hill overcome design issues, engineering problems, a 'NIMBY' situation, and other tough challenges to create a hilltop park that is now the crowning jewel of its local park system?
"The city council and a majority of residents wanted a hilltop park. The council adopted a specific plan in 1991 that included the future park and addressed other hilltopplanning issues. The park was to be located on a regionally prominent hill, visible from miles around. It was also adjacent to upscale residential condominiums. How would the neighbors react?"
