Is Smart Growth a product of New Urbanism?

To all interested parties:
I am in the process of learning about New Urbanism and Smart Growth. Some sources say that the latter grew out of the former. Other sources say the latter is in opposition to New Urbanism. I'd most appreciate responses that can point me in the direction of scholarly articles that cover the two concepts.

Godschalk article
My thoughts: New Urbanism started the the formation of CNU - architects and urban designers seeking to plan communities differently while Smart Growth grew out of public policy and urban planning in the development of the Maryland Smart Growth Act in the 1990s. They often fit together, but don't always.
Find David Godschalk's article: Land Use Planning Challenges- coping with conflicts in visions of sustainable development and livable communities.
It's one of the best I've read and worth reading a couple times as you learn more.
