"The lack of regional coordination results in too many local projects competing for too little money, causing delays or the deaths of many," the partnership's chief executive said.

"An authority would get the job done," Stuart Rogel said.

The proposal to create an eight-county transportation authority has drawn applause, skepticism, and fear.
