Tourist Oriented Commercial District?

My office is working with a municipality that is interested in implementing a "Tourist Oriented Commercial District".

Does anyone have any information regarding a Tourist Oriented Commercial District. What is the "definition" of tourist-oriented retail? Are there common characteristics? A way to determine market area? How could a particular user/developer be able to "prove" they are tourist-oriented?

This municipality wants to further encourage "tourist retail", even including outlet shopping centers, but wants to discourage the more common national retail chains and big box users.

Any input on this would be greatly appreciated.

One way to look at it is from a net economic benefit perspective. If the people spending money are from outside of the area (area being defined as the municipality you are working with, in this case), then the sales tax revenue from these people is a net gain for the community. So, I would say that tourism-oriented retail would be retail that brings people and money from outside of the local economy. I have mostly encountered this type of stuff working on entertainment districts associated with sports stadiums. People will travel to see a major sports team, and the idea is to get them to spend as much money while they are there as possible.
