Australian States Propose Carbon Trading Scheme

Plan would offer businesses a financial incentive to cut emissions.
"The states and territories have bypassed the Commonwealth and launched their own plans to tackle climate change. They've unveiled a proposal for a national carbon trading scheme. It's a system that effectively puts a price on pollution giving companies that produce the most of it a financial incentive to cut their emissions."
