San Diego May Form Sprawl Agency

A new agency dealing with sprawl and congestion may go before voters in 2002.
Under legislation signed this week, a commission will develope a proposal for a new regional infrastructure andtransportation agency to deal with sprawl and traffic, the first of its kind in California. The commission will deliver twoproposals: one which consolidates local transportation and planning agencies into the new agency; and a more modest planthat improves cooordination among existing agencies. If the new agency goes before voters, cities may be voting to give upsome of their planning powers.
