How A Cool Street 'Happens'

Restaurant Row in Harrisburg, Pennsylvania, is an example of how a destination street can be created without any formal planning.
Over the last 7 years, Harrisburg's Restaurant Row has gradually grown into one of the city's drinking and dining destination, with thousands of patrons desending on Second Street each night.
While there was no master plan created to develop the area, "a well-placed parking garage, the ambience of sidewalk dining, a carefully cultivated coolness, garage-door bar windows and people-watching all played a role in the emergence of Restaurant Row."
