Planning to include Environmental features and Affordable Housing

We're looking to cram in a slew of environmental features such as wetland waste water treatment, porous pavers, bioswales, solar lighting, xeriscaping, habitat restoration, etc in a new planning subarea in Boulder and I've been tasked with trying to find methods to make it happen. Also, were committed to creating more affordable housing than our IZ requirements. Any ideas on other citeis that have made it happen or implementation methods that might work?
