Is California Stealing Colorado's Water?

Thirsty Southern Californians are enjoying for free increasingly huge amounts of Colorado's unused water. This may change.
"Colorado officials first cried foul in 1991, worried that California's dependency someday would become an entitlement that would shut Colorado out of a vital natural resource. Over years of often bitter interstate negotiations, Colorado and five other Western states have threatened to shut off the tap." Interior Secretary Bruce Babbitt is now considering several new policies that would force California to find other water sources, and free up more water for Colorado.
