An urban planning professor discusses his ten-year experience revitalizing East St. Louis.
Professor Kenneth Reardon tells of his trials and tribulations in forming a neighborhood planning workshop in East St. Louis, dealing with local and state politicians, and forming the East St. Louis Action Research Project at the University of Illinois at Urbana-Champaign, which won the AICP President's award.
