Planning Is Hot In Congressional Elections

Smart growth and livability are quickly emerging as key campaign issues in many upcoming congressional election.
Highly competitive races are concentrated in California and the Northeast; most of the rest are scattered through the Midwest. Strikingly, most of the hotly contested races are occurring in suburban areas facing demographic changes and rapid growth. (The full text of this article may not be available on the APA web site.)
