Sustainable Planning in a flood plain?

There is a grassroots movement in the Bay Area and beyond to design model sustainable communities integrating mixed use while demonstrating cutting edge, and holistic net-positive designs. EcoVision Sebastopol is a coalition in Sonoma County, CA that is working to develop a sustainable specific plan for a 20acre region of town that is currently zoned light-industrial and within a flood-plain... We are on the hunt for existing case studies/advocates/designers relating to developing plans based on sustainable design principles especially related to building and circulation within a floodplain...
