The Digital Divide In Cleveland

Despite a number of technology awards, only about half of the city's adults have internet access, and even fewer have broadband connections.

On the plus side, there's "One Cleveland, the 'ultra broadband' network for local governments and nonprofits. One Cleveland is certainly a world-class Good Thing; its leaders deserve huge credit for dragging this community into the forefront of next-generation network technology. But does this really make Cleveland one of the most 'Intelligent Digital Communities' in the world?"

Yet "According to survey data acquired by Cleveland Digital Vision...only about half of Cleveland's adult residents have access to the Internet."

What are the three key steps to bridging the city's digital divide?
