The San Mateo City Council voted 4-1 to pass a 45-day moratorium on the conversion of storefronts to office space.
The San Mateo City Council voted 4-1 to pass a 45-day moratorium on the conversion of storefronts to office space. The council's concerned over the loss of foot traffic and downtown character.
