Sprawl A Growing Problem For WNY

Buffalo and other upstate cities are suffering from perhaps the nation's only case of urban sprawl that can't be blamed on a population boom.
Rochester, NY Mayor William A. Johnson Jr. said his city is suffering from the problems associated with urban sprawl without real growth, including declining property values, higher taxes and traffic problems. Johnson has developed a reputation nationally for advocating smart growth, a policy that includes redirecting development back to the city, consolidating government services and good regional planning.
