The local controversy over preservation is exemplified by the battle over a 21-unitcluster of apartments located a block from the beach. Activists have nominated thebuildings, constructed in vernacular style, for landmark status. Property owners anddevelopers suggest that rent control -- not a desire to preserve history -- is behindthe application.
