Most Livable Cities

Mountains, lakes and balmy weather are nice. But what makes a city truly livable nowadays is strong leadership and regional planning.
The Partners for Livable Communities picked four cities as "America's Most Livable" this decade: Charlotte, N.C.; Cleveland, Pueblo, Colo.; and Rochester, N.Y. The nonprofit group picks the cities for its list based on achievement. The list, scheduled to be released Sept. 26, does not pick cities based on location, climate and natural beauty but on achievement.
