Los Angeles is experimenting with neighborhood councils, and critics say the process is a mess. What's really going on?
The dream of connecting citizens to a seemingly distant city hall helped fuel the call for neighborhood councils in last year's charter reform move. But details on how these councils would form and operate were left to be worked out later -- and critics say the process is a mess. KCRW hears from the neighborhoods, from the reformers and from those charged with creating a tier of government closer to the people -- and on how well the neighborhood council concept is being carried out.
