Reconstruction Plan

There seems to be no onsensus about a plan to rebuild New Orleans. My personal dream would be to add 12-15 ft of fill to raise New Orelaeans above sea level (using material removed from the proposed ship channel) and to relocat historical structures in the same locations but above sea level. Delapidated housing areas should be rebuilt using modern materials with New Orleans styles in mixed economic neighborhoods, etc.
