High-speed internet links are penetrating wealthy, urban neighborhoods at a faster rate than poor and rural areas.
According to a new report issued last week by the Federal Communications Commission, new high-speed Internet technologies like cable modems and Digital Subscriber Lines are being rapidly deployed in wealthy urban and suburban neighborhoods at the expense of poor inner-city and rural areas.
