State Senator Jim Costa knows water. He represents the agriculturally rich Fresno region, has been Chair of the Senate Agriculture and Water Resources Committee for nearly 10 years, and most recently helped forge this year's water bond, Prop. 13. MIR spoke with the Senator about CALFED, water marketing prospects in California, and the impacts squabbling water agencies have on policy-making. Costa also offers insight on the current debate over tying water availability to development approval.
