"Dangling a promise of 6,450 new jobs and what it calls an opportunity to vault Montreal into the top ranks of international tourist destinations, Loto-Quebec unveiled preliminary sketches yesterday for a spectacular glass-encased canal-side casino and megaproject on the Peel Basin. Located just below the city's downtown core, it would carry a price tag of $1.175 billion. What's driving the project is a controversial plan to relocate the Montreal Casino from its longtime isolated site in the middle of the St. Lawrence River."
