Unintended Sprawl In Colorado?

Colorado ballot initiative critics predict efforts to curb sprawl might push it where no growth laws are in effect.
If Colorado voters approve a measure in November to slow sprawling growth, they actually may be encouraging it. If the public agrees to restrict growth in already-developed, populated areas, it could push builders into less populated areas where growth-control rules don't apply.
