California's zero emissions vehicle mandate is at stake. Will it be postponed again? Sacramento Bee columnist Dan Walters reports.
California governor Gray Davis is embroiled in a high-stakes duel that shows no signs of being compromised: whether California's mandate on auto manufacturers to sharply boost production and sales of electric-powered vehicles, already postponed or modified twice, will be imposed or weakened again.
