Governor's Island has awaited its transformation from a Coast Guard base to a public amenity since the federal government transferred it to New York City and New York State control two years ago.
...Developers, preservationists and others, meanwhile, are puzzled and concerned about what's taking so long. And they have questions: Who will pay ultimately, to get thousands of visitors to and from the island each day once it's developed? Who will foot the bill for the infrastructure? And most centrally, as Governor's Island continues to be overshadowed by projects like the Hudson Yards stadium controversy and the rebuilding of downtown, who's really paying attention?
