The City of Largo, Florida, faces a difficult choice in the implementation of a Strategic Plan designed to limit sprawl.
The City of Largo, a nearly built-out community, considers two competing projects. One would provide for economic development with manufacturing and warehousing. Another would create an upscale town center. The City of Largo must choose between projects or decide if they can coexist.
