Despite years of quick fixes, Buffalo's decline continues. Is it time for a major 'state-wide surgery'?
"Every year, it's the same old story. A crisis develops in Buffalo and the tin cup brigades head from Buffalo to Albany, asking for help. Weary state legislators respond with money for a stadium or a cultural group or a new building or schools.
