The Challenge of Containing Sprawl

Though they want to contain sprawl, Florida's leaders cannot figure out how to pay for it.
"The desire to contain the urban congestion and suburban sprawl...is a big motivation behind ambitious new proposals by top state officials to control Florida's growth...But after weeks of talking tough about passing bills that would put teeth into Florida's 20-year-old growth management act...leaders haven't been able to figure out how to pay for it -- and time is running out."
