LA Sees Profit

This is how good the times are: Even the Los Angeles city government has managed to produce a surplus.
The Daily News editorializes on the recent surplus in funds Los Angeles managed to produce this year. The city is currently $30 million in the black but the Daily News questions whether Los Angeles can spend the surplus wisely and on programs it so desperately needs or whether it will be spent just as quickly as it was accumulated.
