San Carlos, CA, city officials introduce the process of "visioning" to enthusiastic residents. The mayor asked the residents to "...decide how to manage growth and prosperity without losing our small-town charm." Residents will participate in the "Visioning Downtown" program by attending monthly meetings and expressing their preferences.
