The only real solution to traffic congestion is "fundamental Change in human settlement patterns."
A unique, courageaous, and very readable contribution to the field. Provides subtle insights into transportation / land use public policy. "Unfortunately, just talking about these tactics (TDM, telework, etc) in glowing terms gives governance practitioners - both elected and appointed - an excuse to obfuscate reality."
