Why Do Carpool Cheaters Do It?

Carpool cheater confess and explain why they decide to run the risk of a huge fine to drive solo in the carpool lane.
"In two years along my route I have not seen one California Highway Patrol officer handing out carpool tickets. Couple this with my belief that I should be able to drive in any lane because my taxes go to maintain and build all of them, and the picture completes itself."
