Will an aquarium be enough to "re-brand" Toronto as a major tourist destination in the wake of the 2003 SARS outbreak?
"A city doesn't become a destination on the basis of a single attraction, or even a handful of attractions, but because of a critical mass of factors. The most successful tourist cities Paris, London, Venice, New York are those that boast a whole array of destinations, not 12 or 15 like Toronto, but dozens and dozens."
