Mike Leavitt is leaving the U.S. EPA earlier than anyone (including, perhaps, he himself) expected. Naturally, speculation is rampant about who his successor may be. A loyal admin official who shares Bush's ideological predilections on the environment like Jim Connaughton or Lynn Scarlett? A popular governor like Idaho's Dirk Kempthorne (R)? An industry flack like Josephine Cooper or Tom Kuhn?
