The 'Meanest' City In The Nation?

A national organization has named the nation's "meanest" city toward the homeless.
Little Rock topped this year's list because of policies that included plans to remove homeless from camps along the banks of the Arkansas River. Although, Little Rock's Mayor has disputed the designation and pointed to a ten-year plan being developed to end chronic homelessness.
