California will unveil an ambitious 15-year strategy to reduce polluted runoff that causes widespread beach closings and water pollution. It is the first in the nation to target small offenders but average residents will not face draconian rules. The strategy focuses on non-point source pollution. Both environmentalists and farmers have voiced support.
