Student 'Takeover' Prompts Large Scale Planning Proposal

Exclusion zone for student housing proposed in attempt to bring life back to areas where full-time residents are a minority.
In the British university city of Leeds the city council has drawn up a plan to spread the growing student population more widely across the metro area. Birmingham and Nottingham are facing similar challenges. "Two conferences are planned this autumn in London and Leeds to brainstorm possible solutions and flag up the issue to government departments."
