Space-Poor Columbia U. Eyes Harlem Expansion

Columbia, looking for room to grow, proposes an expansion into 18 acres of neighboring Harlem.

The fate of the proposal rests on whether the university can make a convincing case that the plan also will benefit the community. The expansion plans include roughly five city blocks zoned for manufacturing. The university says it includes about 94 occupied legal apartments.
