Urbanism In A Big Box

Madison's Urban Design Commission makes a surprising recommendation.
"In a big surprise, the city's Urban Design Commission recommended that all retail developments larger than 40,000 square feet - single big-box stores or multiple-store projects - have a second story to create a more urban setting...The recommendations, described as both a step toward urbanism on the city's outskirts and risky overregulation, will be considered by the Plan Commission and the City Council later this month."
