A Determined Reformer Stands In Sprawl's Path

City sues Southeast Michigan Council of Governments and argues that the agency hurts Detroit’s core communities.

Some people say Paul Tait is bleeding Detroit and its inner suburbs dry by shoveling piles of taxpayer cash into the region’s sprawling outer suburbs. Mr. Tait leads SEMCOG, a confederation of local governments in southeast Michigan. Now a lawsuit aims to change how the agency is governed in order to make public spending decisions fairer. Leading the charge against the immensely influential agency and its director is Tom Barwin, the city manager of Ferndale.
