How Toronto's greenbelt idea evaporated.

"By the mid-'80s, without any formal announcement, the greenbelt seemed to evaporate. Development continued apace in the tender fruitland areas of Niagara while Toronto's sprawl marched north up Yonge St. Not everything was lost. But the idea of a coherent belt of green was gone."

The decision to abandon a property is a symptom of the loss of confidence.
