The idea for a retail-entertainment complex on Penn's Landing dates, at least, to 1997... A Center City urban planning firm, Wallace, Roberts & Todd LLC, last year urged the city to adopt a master plan that would incorporate housing, bike paths, parks and other public space into commercial areas. With funding from a coalition of 11 neighborhood groups -- Penn's Landing Planning Committee -- Wallace Roberts drew up a potential master plan to present to the city."
