Can the Mayor make good on his committment?

"Upon taking the reigns of city government, San Francisco Mayor Gavin Newsom, took on the impossible task of ending the city's homeless problem. The city's downtown is increasingly plagued by homeless persons pan-handling, fighting and deficating in the streets of this very beautiful city by the bay."
