The Natural Resources Defense Council and the Coalition forClean Air threatened to sue state agencies on Thursday for failing tomeet California's Smog Check II program emission-reduction goals due tolax regulations and poor enforcement. Smog Check II is a tougher versionof a statewide emissions program that applies to urbanized areas and wasdesigned to account for one quarter of the emission reduction needed forclean air. The Air Resources Board reported the program was onlyachieving 36% of what the plan called for in 1999. If California failsto meet U.S. Environmental Protection Agency air-quality goals, federalfunding for highways will be put at risk.
