Developer offers city cash to bend zoning rules.
"Developer's proposed 'Height Incentive Program' would allow the company to get two extra floors of condos for every $200,000 it pays the city, up to six extra stories. The money would go toward such things as the city library, affordable housing, and a trolley system. Planners say the proposal is almost unheard of...If approved, city planners worry the plan would destroy what residents and professionals spent two years building: a rule book for developing the Northwood area in a way that preserves their neighborhood feel."
