Facing serious challenges, San Francisco's planning department is planning to get back on course.

With no permanent director and no money to complete neighborhood plans, coupled with staffing shortages and no steady means of income, the San Francisco Planning Department is struggling to deliver services.

All of that only scratches the surface of what's wrong with this study. The idea that complex urban development patterns and human behavior can be meaningfully studied according to one primary criteria — density — is wrong from the start.
