Is it possible to merge Buffalo and Erie County?
But in doing so, Giambra also resurrected old questions about the likelihood of a city-county consolidation and his own record of success on the issue of regionalism. "No question, it's a bold step and a provocative step," said John B. Sheffer II, director of the Institute for Local Governance and Regional Growth at the University at Buffalo. "But it's also important to understand and I know Joel understands this - there are huge hurdles in the way."
